More than 40 people have been killed and dozens more injured by a suicide bomber at a Shi’ite rally in the Pakistani city of Quetta.

The blast is the second major attack this week.  On Wednesday al Qaeda said it was behind a triple bombing on a Shi’ite march in Lahore which killed at least 31 people and left hundreds hurt.

The latest strike came as the United States said Pakistan’s devastating floods are likely to delay army offensives against Taliban insurgents.
