The faltering world climate conference has come up with a new draft text, in an attempt to break the deadlock in Copenhagen. Two weeks of talks seemed to produce nothing but hot air, with heads of state and delegates preparing to leave with little to show for their efforts.

With time running out, an updated text drops the requirement to have a deal in place by the end of next year, while still calling for a 50 per cent cut in emissions in 2050 below 1990 levels. It also says any rise in global temperatures should be limited to two degrees Celcius over pre-industrial times, to be reviewed in 2016.

Small island states say even that would be catastrophic; they want temperature rises limited to one-and-a-half degrees.
