Non-governmental organisations at the UN climate summit in Copenhagen are complaining that many activists won’t be able to attend the final days of the conference. Numbers are being reduced at the Bella Centre, partly for security reasons as heads of state and government begin to arrive. Far more people have applied to attend than the centre can hold.

Some eighty mayors from major cities around the world have begun their own parallel conference on climate change in the Danish capital. Cities and towns consume two-thirds of the world’s total primary energy and produce 70% of its energy-related CO2 emissions, according to the International Energy Agency.

At the main event the final high-level session starts on Tuesday evening. Developing countries have won significant concessions but several issues remain unresolved.
