Russian interest rates cut again

Russia’s central bank has again cut its key interest rate in a continued effort to get banks lending more. The refinancing rate has been reduced from 10 percent to 9.5 percent. It is the eighth drop since the end of April but these cuts have failed to filter through to many businesses looking for credit.
