While Turkey continues to deny claims it carried out a genocide programme, a shadow will hang over the settlement.

Armenia says up to 1.5 million Armenians were deliberately killed during World War One while Turkey says they were victims of the Ottoman Empire’s fighting with the Russian, British, French and Greek armies. Another source of tension is a decades-old dispute over the enclave of Nagorno-Karabakh. Ankara cut ties and shut its border with Armenia in 1993 in support of Turkic-speaking Azerbaijan which was then engaged in a losing battle against Armenian separatists in Karabakh. If the deal is approved by both countries parliaments, landlocked and impoverished Armenia is poised to benefit from trade and investment.
