North Korea has warned it will boycott talks on ending its nuclear weapons programme, describing them as “useless.” And it says it plans to restart a plant that makes arms-grade plutonium.

The comments came in response to the UN Security Council’s unanimous condemnation of North Korea’s long-range rocket launch, nearly two weeks ago. The launch from the Musudan-ri rocket site contravened a United Nations ban, according to a compromise statement from the 15-member body. Seen as weaker than a resolution, the statement demands the enforcement of existing sanctions against Pyongyang and an end to any further launches. The US, Japan and South Korea have repeatedly said North Korea launched a long-range ballistic missile, not a satellite as Pyongyang insists.
