“Concealing the truth”, hiding information, giving evidence with “omissions and denials”, lacking credibility… Those are excerpts of a draft European Parliament report that says European countries knew about U.S. secret jails for terrorism suspects and have obstructed an investigation into the transport and illegal detention of prisoners.

Chief investigator Claudio Fava said: “Numerous governments actively or passively collaborated. They knew that the renditions were part of a system that was used and consolidated.” U.S. President Bush confirmed in September that the CIA had held suspects at secret overseas locations. The EU report expressed deep concern that temporary facilities in European countries might have been located in U.S. military bases, and said states hosting such bases needed to exercise greater control.
