Talks on the future of Kosovo have resumed in Vienna, with delegations from Belgrade and Pristina representing the Serbian minority and Albanian majorities respectively. Technically Kosovo remains a province of Serbia, but it has enjoyed independence in all but name since 1999, when the UN ended a war, and established a peacekeeping force, KFOR.

That force has recently been strengthened and a base reopened as tension has risen between the 90% ethnic Albanian majority, the Serb enclaves, mainly in the north, and KFOR itself. Two weeks ago the presidents and prime ministers of Serbia and Kosovo met for the first time to talk about a peaceful solution, but could not come to any agreement. In Pristina graffiti on the walls indicates the Albanians are unwilling to accept anything less than independence. The Serbs are equally adamant that Kosovo should remain part of Serbia.
