UN investigators probing the killing of former Lebanese Prime Minister Rafik al-Hariri say they are making progress but need more time. Presenting the latest update on the inquiry to the UN Security Council, Belgian prosecutor Serge Brammertz said no conclusions about who was responsible could be made yet.

“The crime must be considered a targeted assassination. The large amount of explosives used elevated the attack to an almost guaranteed level,” he said. He also said Syrian cooperation had improved since earlier reports. America’s UN ambassador, John Bolton, gave this reaction: “It is very clear that Brammertz does not say in the report that Syria has fully cooperated. He says, during this reporting period, that their cooperation has been, and I’m quoting now from the report, ‘generally satisfactory’.” The Syrian government has denied accusations that it was behind the bombing that killed Hariri and 22 others in Beirut two years ago.
